Error Concealment | JPEG | MPEG-4 | Wavelet | YUV

Hi,
I want to apply a FIR filter to an image, from the centre, outwards; 
rather than in the traditional x-y direction....similar to the Radial 
Blur in Photoshop.
Any thoughts or ideas?
All i've got so far, is to find the centre of the image, and the 
coordinates of the border pixels, and apply a filter from the centre to 
each of the border pixels. But this doesn't give a very satisfactory 
result.
